Juan Carlos Caguaripano
38-year-old former Captain of the Bolivarian National Guard. In 2014, Caguaripano was discharged from the military after expressing discontent with Maduro’s government through a video in which he denounced the violation of Venezuela’s national sovereignty by Cuban agents, as well as foreign narco-terrorists groups that had infiltrated military and civil administrative posts. On August 6, 2017, Caguaripano and a group of military and civilians carried out an assault on Fort Paramacay, near Valencia city. The Captain and other seven men under his command were arrested. Currently, Caguaripano is held at the Bolivarian National Intelligence Service (SEBIN, per its acronym in Spanish), a Caracas prison also known as La Tumba (The Tomb). Forensic doctors have reported that Caguaripano is victim of torture and lives under inhumane conditions. On February 5, 2019, Caguaripano’s attorney denounced the Captain suffered testicle detachment as a result of being electrocuted as a method of torture. He had not received the required medical attention, according to the counselor.
