Gilber Caro

A member of the Voluntad Popular (Popular Will) party. Caro was sentenced to 20 years in jail for drug trafficking and homicide in 1993. A murder he did not commit but was a witness to, he was given a procedural benefit in 2004 and freed in 2013. After his release, Caro began his social and political work, which led him to become a substitute representative forVoluntad Popular party. On January 11, 2017, Caro was detained on weapon charges and deprived of freedom, violating his parliamentary immunity. He was processed without a trial and had no legal counsel. Caro denounced he was given food once a day only. Amnesty International denounced the violation of his human rights in 2018 through a report that elaborates on the details of his captivity. Caro went through a one-week hunger strike to protest the lack of response from the authorities about complaints about his imprisonment conditions. The authorities denied Caro’s hunger strike or any serious health condition. Caro was released on June 1, 2018.

Not even a year after his release, National Assembly Deputy Gilber Caro was detained by intelligence officials on April 26, 2019, violating his parliamentary immunity. To date, neither the Maduro regime has given proof of life nor Caro has been brought to a tribunal according to the Venezuelan law. Amnesty International has called an urgent action on his disappearance because his lawyers have not been able to locate him at any prison, demanding the SEBIN to “disclose information on Caro’s fate and whereabouts and release him immediately.” On May 22, 2019, asked by CNN about Caro’s whereabouts, Maduro’s General Attorney Tarek William Saab refused to answer and rather said: “He’s considered to be disappeared.”

After almost two months imprisoned, Caro was released on the evening of June 17, 2019, only two days before UN High Commissioner for Human Rights Michelle Bachelet arrived in Venezuela for a three-day visit.
